Weather weapons were causing the California drought. HAARP shut down at the end of 2014; that's why California's drought ended.

Weather weapons are the latest and most powerful weapons that can destabilize economies, ecosystems and agriculture. Weather weapons can impoverish millions of people and kill a nation without the deployment of troops and military hardware. Weather weapons can also cut off the electricity to large regions.[1] Weather weapons can cause droughts, earthquakes, floods, hurricanes, and tsunamis as well as disrupt global communications systems.[2] Governments can use weather weapons for the covert manipulation of weather patterns, communications and electric power systems as a weapon of global warfare, allowing nations with this ability to dominate entire regions. Governments can use weather weapons against both enemy and friendly nations without their knowledge. Weather weapons can can also trigger havoc in financial and commodity markets. The US government for instance can disrupt foreign agriculture and cause those nations to have a greater dependency on imported grain staples and other food foreign aid.[3]

Iranian president Mahmoud Ahmadinejad has even said in 2011, "Western countries have designed plans to cause drought in certain areas of the world, including Iran. According to reports on climate, whose accuracy has been verified, European countries are using special equipment to force clouds to dump" their water on their continent. By doing so, "They prevent rain clouds from reaching regional countries, including Iran."[4]

Many strange weather has happened while HAARP was running; one notable one was in Afghanistan. The US government planned the false flag known as 9/11 and their invasions of the Middle East that followed back in 1996, in the document, A Clean Break: A New Strategy for Securing the Realm. Three years before the US invaded Afghanistan, the country had its worst drought in its entire history of the ancient country. The droughts in Afghanistan were over a total of four years, from 1999 to 2001 and they destroyed the peasant economy and brought widespread famine. This made the country very easy for the USA to invade in 2001 unlike the Iraq War. Iraq only experienced a huge drought in 1999, but that drought was the worst drought in all the 20th century.[1]

The debate on climate change does not acknowledge the role of climatic warfare, namely the deliberate manipulation of climate for military use.[3]

Besides destroying nations, another purpose is to force a huge refugee crisis to force people into United Nations "habitat areas". There already have been Western countries that have banned construction single-family homes (bans won't go into effect for decades).[5][6]

History (other than HAARP)

Famous Jewish-Hungarian-American mathematician, John von Neumann, first began working with the US Department of Defense on his research on weather modification in the late 1940s. This was at the height of the Cold War and he foresaw what he described as, "forms of climatic warfare as yet unimagined."[3]

In 1944 and 1945, United States and New Zealand military developed Project Seal. The goal was to use underwater explosions to create a tsunami. The military failed to create a tsunami but created many tidal waves. This was kept a secret until 1999.[7]

During the Vietnam War, the US government began using cloud-seeding techniques in 1967 under Project Popeye. The government extended the monsoon season and blocked enemy supply routes along the Ho Chi Minh Trail.[3]

Dr. Ben Livingston is a former Navy Physicist involved in weather warfare both in the Vietnam War and the Korean War. He has personally flown on 265 missions into the eyes of hurricanes. He has said that hurricane control was a national priority of the US government since the 1970s. Since the 1970s, the US government had technology to fully control the weather at the time such as to both lessen and increase the severity of adverse weather for their own purposes. Livingston asserts that the US government has had full ability to stop hurricanes but they do not do so for political reasons. For instance in the aftermath of Hurricane Katrina, Kanye West said, "George Bush doesn't care about black people." According to Livingston, George W. Bush could have minimized this hurricane through weather control but chose not to. Livingston says he is "disgusted". He also mentions the US government has been using chemtrails for decades to warp our environment in a secret geoengineering plot that threatens a myriad of unknown human health and ecological consequences.[8]

The US government ran Operation Stormfury (aka. Project Stormfury) from 1962–1983. They claimed they were working on a way to reduce hurricanes, but they merely wanted to experiment with techniques to alter them to their heart's content under the guise of wanting to lessen them. That project used silver iodide.[9] Today, people use microwave lasers in place of dry ice and silver iodide.[6]

US Air Force document AF 2025 Final Report (1996) began with:

"In 2025, US aerospace forces can “own the weather” by capitalizing on emerging technologies and

focusing development of those technologies to war-fighting applications. Such a capability offers the war fighter tools to shape the battlespace in ways never before possible. It provides opportunities to impact operations across the full spectrum of conflict and is pertinent to all possible futures. The purpose of this paper is to outline a strategy for the use of a future weather-modification system to achieve military objectives rather than to provide a detailed technical road map."[10][1]

US Air Force document AF 2025 Final Report (1996) also said weather modification "offers the war fighter a wide range of possible options to defeat or coerce an adversary" and these powers include the causing of droughts, earthquakes, floods, hurricanes. The document goes on to say, "Weather modification will become a part of domestic and international security and could be done unilaterally… It could have offensive and defensive applications and even be used for deterrence purposes. The ability to generate precipitation, fog and storms on earth or to modify space weather… and the production of artificial weather all are a part of an integrated set of [military] technologies."[3] This document also says "induced ionospheric modifications" may be used to disrupt enemy communication and modify the weather. This document does not mention HAARP by name, but that was what HAARP did.[1][10]

In 2010, very abnormal heatwaves in Russia pushed food prices sky-high. Russia bans genetically modified foods with the US government was heavily pushing on the world at the time. So after the heatwave leading Russian Scientist, Andrei Areshev, published evidence that the USA's X-37B space shuttle, launched in 2010, caused this. The space shuttle was guiding the heatwave's path of destruction. The X-37B has a payload capability which the US refuses to disclose, meaning that it is probably a laser.[11]

UK Ministry of Defence paper, Global Strategic Trends, 12 January 2010, stated, "Weather modification will continue to be explored. The aims are to obtain more water, reduce hail damage, eliminate fog, or other similar practical result in response to a recognised need. Manipulation of the weather may affect changes in operating conditions, limit aviation flight envelopes, generate poor visibility while providing concealment and disrupt lines of communications. Weather modification may also affect morale. Analysis by the World Meteorological Organisation (WMO) has shown that, if successful, rainfall enhancement and hail suppression operations could have significant economic benefit. The WMO Atmospheric Research and Environment Programme notes that there are several operational programmes in fog dispersion, rain and snow enhancement, as well as hail suppression."[12]

Scientists have been working secretly for United Arab Emirates president Sheikh Khalifa bin Zayed Al Nahyan on weather modification. They have been using giant ionizers shaped like Nikola Tesla's version of lightning rods to generate fields of negatively charged particles. In late 2010, the Middle East experienced abnormally high amounts of snowstorms. They also produced a lot more rain for the region.[13]


Before the government shut it down, HAARP's website claimed HAARP is about researching ways of using the earth's ionosphere for mass surveillance and communication.[14] The ionosphere is a very delicate upper layer of our atmosphere which ranges from about 30 miles (50 km) to 600 miles (1,000 km) above sea level. HAARP's details are kept secret alleged reasons of "national security".[2]

In 1990, the US military began to develop HAARP (High-frequency Active Auroral Research Program) in Alaska. Construction on HAARP began in 1993 and it was completed in 2007.[15] HAARP was a research station that perfected weather control technology and was an appendage of the Strategic Defense Initiative – "Star Wars". The US government finished their research at the HAARP facility and then shut down the HAARP facility in 2014 and University of Alaska Fairbanks took ownership of it in 2015.[16] This was a large, advanced facility that allowed the US government to alter weather patterns. From a military standpoint, HAARP was a weapon of mass destruction, operating from the outer atmosphere and capable of globally destabilizing agricultural and ecological systems.[3]

Russian spies gave their report in HAARP, "The US plans to carry out large-scale experiments under the HAARP programme [and] create weapons capable of breaking radio communication lines and equipment installed on spaceships and rockets, provoke serious accidents in electricity networks and in oil and gas pipelines, and have a negative impact on the mental health of entire regions."[3]

While the US government claimed HAARP was just a research facility--a research facility run by the US military--the thing is what it was researching was weather weapons. HAARP shut down merely because the US government had finished this research and doesn't need a large facility anymore.[3]

The HAARP facility is an array of high-powered antennas that transmit, through high-frequency radio waves, massive amounts of energy into the ionosphere (the upper layer of the atmosphere). The US Air Force, the US Navy, and the Defense Advanced Research Projects Agency (DARPA) funded HAARP at the cost of hundreds of millions of taxpayer dollars. The Air Force Research Laboratory and the Office of Naval Research both operated HAARP. According to its official website which later shut down, HARP has a system of powerful antennas capable of creating "controlled local modifications of the ionosphere" and HARP was "to induce a small, localized change in ionospheric temperature so physical reactions can be studied by other instruments located either at or close to the HAARP site".[3]

To put that into plain English, physicist Dr Bernard Eastlund described it as "the largest ionospheric heater ever built". Rosalie Bertell, president of the International Institute of Concern for Public Health, said HAARP is "a gigantic heater that can cause major disruptions in the ionosphere, creating not just holes, but long incisions in the protective layer that keeps deadly radiation from bombarding the planet."[3] HAARP lifts areas of the ionosphere by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto earth and penetrate everything — living and dead. Richard Williams, a physicist and consultant to the David Sarnoff laboratory in Princeton, said HAARP can "beam much more energy into the ionosphere. That could produce a severe disruption of the upper atmosphere at one location that may produce effects that spread rapidly around the Earth for years."[1]

HAARP sent into the atmosphere energy more powerful than hundreds of lightning bolts.[2]

In 2011, Russia asserted that HAARP was disrupting communications with its Mars probe.[6]

Unusual weather patterns while HAARP was running

Since HAARP began, North Korea and Cuba have had a succession of droughts followed by floods. The result has been the destruction of an entire agricultural system. California also had a lot of droughts.[17] Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan also experienced a lot of droughts. The United Nations then used this weather as an excuse to blame climate change and impose more globalist regulations on the world.[1]

In 1995, North Korea, which is right by Alaska, where HAARP is, experienced droughts followed by floods in the same year. North Korea's figures said 220,000 people died while US figures said over 2 million people died. This happened again in 1999 and 2001.[1]

In 1998, rainfall in Eastern Cuba was at its lowest level since 1941. Cuba had another huge drought in 2003. In 2004, Cuba had the worst drought in its country's history and brought the country to is knees. Then in late 2004, massive hurricanes hit Cuba causing even more destruction.[1]

Iraq, Iran, and Syria experienced a devastating drought in 1999. The drought in Iraq was the worst of the century and made the country even more dependent upon foreign aid.[1] Iranian president Mahmoud Ahmadinejad has even said in 2011, "Western countries have designed plans to cause drought in certain areas of the world, including Iran. In Afghanistan, four years of drought in the years preceding the US led invasion in 2001 that took place after the false flag known as 9/11. The US government planned all of this in 1996 in their document, A Clean Break: A New Strategy for Securing the Realm. The droughts in Afghanistan from 1999 to 2001 were the worst droughts in the history of the very old country and coincided right before the USA invaded. The drought in Afghanistan destroyed the peasant economy and brought widespread famine. This allowed the US government to easily invade it, unlike the Iraq War. After the US government invaded, it gave Afghanistan toxic genetically modified wheat which further destroyed their economy because the farmers than had to keep re-purchasing their seeds from Monsanto.[1]

In 1997, US Air Force studies showed that China's military was convinced of US weather warfare operations in China's territory.[18]

In 2010, the USA warned Pakistan and Iran not to go ahead with a pipeline which would have transported affordable Iranian fossil fuels to Pakistan. Less than a month they completed the pipeline deal, Pakistan was hit with its worst-ever flood.[19]

Corporations involved in HAARP

Raytheon Corporation, which owns the HAARP patents, is a major corporation involved in HAARP. The other was a company that jumped around from owner to owner and changed its name. ARCO Advanced Technologies first helped start HAARP in 1992. E-Systems bought it in 1994 and renamed it Advanced Power Technologies. Raytheon Corporation then bought it in 1995 who then de-merged it and made it a separate company, Advanced Power Technologies. Then BAE Systems (formerly British Aerospace Systems) bought Advanced Power Technologies in 2003. It's a lot of corporate selling around. Back in 1994, when E-Systems had ownership of one of the two corporations aiding HAARP, E-Systems was working for the CIA and US Department of Defense. In 1994, E-Systems outfitted the "Doomsday Plan" for the USA which "allows the President to manage a nuclear war". What did these corporations do? For instance, in 2004 BAE Systems installed 132 high frequency transmitters on the HAARP facility. The division of BAE Systems that did it was their "Electronic Warfare division". DARPA even gave BAE its top award for technical achievement due to this in September of that year.[3][1]

For the second company that changed its name a lot, it held many patents that originally belonged to scientist Nikola Tesla. One patent was for technology described as, " disruption of communications over a very large portion of the Earth...missile or aircraft destruction, deflection or confusion... weather modification..." For decades, the patent had previously been sealed under a US government secrecy order.[1]

Phazar Corp was another company involved, a company specializing in advanced wireless antennas for military use. In April 2003, BAE Systems outsourced the production and installation of the antennas to them. Phazar made and installed the 132 crossed dipole antennas items for the HAARP facility, delivering them July 2004.[1]

BAE Systems also contracted with Jersey-based defense electronics firm DRS Technologies Inc who produced and installed the high-frequency (HF) radio transmitters for the HAARP antenna array. DRS focuses on leading edge products for the US military and intelligence agencies.[1]

Another partner in the HAARP project is Phillips Geophysics Lab. This partner gives a course for military personnel only at the Hanscom Air Force Base in Maryland on "Weather Modification Techniques". The course outline goes into the triggering of storms, hurricanes, and more for military use.[1]

HAARP isn't the only one of its kind

In 2002, the Russian State Duma revealed two more facilities like HAARP. One was in Greenland where the ice sheets just happen to be melting faster than anywhere else. The other was in Norway.[20]

A SPACECAST 2020 paper from the late 1990s promoted "modifying the ionosphere through insertion of gaseous compounds ... [which] can also be enhanced by shooting a high energy laser, microwave, or particle beam ... [thereby] having a jamming effect on the enemy's radiowave propagation." This is basically chemtrails combined with HAARP-like technology.[21]

Ban by the United Nations 1977

In 1977, the United Nations held the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques, which was later shortened to The Environmental Modification Convention (ENMOD). The UN General Assembly then agreed to ban "military or other hostile use of environmental modification techniques having widespread, long-lasting or severe effects." The UN defined "environmental modification techniques" as "any technique for changing –through the deliberate manipulation of natural processes – the dynamics, composition or structure of the earth, including its biota, lithosphere, hydrosphere and atmosphere, or of outer space."[3]

The June 1992 UN Framework Convention on Climate Change (UNFCCC) in Rio de Janeiro reasserted this ban, however the discussion of that governments use weather weapons has afterward become a scientific taboo.[3]

Taboo subject

The ban itself did not stop weather weapons, they simply made it go hidden. Military analysts simply now refuse to speak on it. Meteorologists refuse to investigate it. Environmentalists only focus on greenhouse gas emissions under the Kyoto Protocol and not weather modification. Governments themselves also refuse to admit it. The United Nations also has refused to investigate on it.[3]

However, at times this silence has been breached. April 28, 1997, US Secretary of Defense William S. Cohen, was having a question and answer session. He was asked a question, which was partly inaudible and dealt with a "scare" related to B'nai Brith. After speaking about the threat of moles, he said, "There are some reports, for example, that some countries have been trying to construct something like an Ebola Virus, and that would be a very dangerous phenomenon, to say the least. Alvin Toeffler has written about this in terms of some scientists in their laboratories trying to devise certain types of pathogens that would be ethnic specific so that they could just eliminate certain ethnic groups and races; and others are designing some sort of engineering, some sort of insects that can destroy specific crops. Others are engaging even in an eco- type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves."[22]

Somewhere around 2010, the Canadian Broadcasting Corporation did a 15-minute documentary on HAARP. In it they mentioned a January 14, 1999, report to the European Union that said, "Considers HAARP (High Frequency Active Auroral Research Project) by virtue of its farreaching impact on the environment to be a global concern and calls for its legal, ecological and ethical implications to be examined by an international independent body before any further research and testing; regrets the repeated refusal of the United States Administration to send anyone in person to give evidence to the public hearing or any subsequent meeting held by its competent committee into the environmental and public risks connected with the high Frequency Active Auroral Research Project (HAARP) programme currently being funded in Alaska;"[23]

The History Channel also aired a 45-minute documentary on HAARP and similar electromagnetic weapons around the time CBC did.[2]
